Service Description: Independent investigation and resolution of complaints about the administration of all City divisions and many City agencies, corporations and adjudicative bodies

Application: Complaints can be made by phone, fax, email, mail, in person or online
  • all complaints are confidential and may be submitted anonymously
  • if complainant requires a response, contact information must be submitted
  • complainant's identity or other confidential information not shared or disclosed without consent
Eligibility / Target Population: Any member of the public who interacts with the City of Toronto

Deals only with complaints that could not be resolved through the City's complaints process
